ADDRESSES FOR THE GOVERNMENT OF CORIANO 2009-2014
Councillors Gentlemen, Dear Citizens present
first to illustrate the general policy of the Government of the City Administration, as required by law, and present members of the City Council I have indicated I wish to thank all the citizens of that Coriano on 6-7 June went to the polls to cast their vote, with good participation (76.63% versus 61.26% national), confirming the great democratic tradition and participation of our population.
The election results positive for the Centre-Left has confirmed the deep and historical link with this broad array of parties of the Left and the Centre with our population. Citizens, once again, were able to choose freely and consciously, on the basis of electoral programs and women's and men called to realize, their directors and their union.
As for me thank you all for the confidence that I was once again confirmed.
Now the campaign is over. I will be once again the Mayor of all Corianesi and try to better express the synthesis necessary for the government of this municipality. I offer
therefore welcome all the city councilors, new and old, wishing you a fruitful cooperation in promoting economic growth and civil development of our country this difficult national and global economic contingency. For this reason I need the active contribution of everyone, be they majority or minority directors or municipal councilors. The experience of previous years has taught me that is the team of elected members that determines the overall good results, each carrying out their task.
We leave behind weeks of hard (for all) campaign. I hope by the majority of the directors of their major contribution to government policies of the City Council, but also ask the Directors of the minority to participate actively and constructively to the determination of local choices. I hope that in the coming weeks we can find a way of shared work of the City Council, in which the opposition can find a space to contribute in decision-making, knowing that everyone will play their role. I ask the leaders of the opposition Aldo Sampaolo to open this table work: we have to decide whether to work together positively for the good of our citizens. I hope I'm not five years of continuous campaigning, where the controversy and clashes are continuing between majority and opposition. The institutions, including us, we need to work in a peaceful and civil, where common goal must be a full trust of our citizens. I repeat, and it will be my commitment and the list of Centre-Left, work towards this goal: I hope that my call can be accepted and also verified the list of opposition.
E 'I am committed, on the basis of the election program that I presented to the citizens, to define the town council in the coming months the plan of the priorities on which to direct our work: the issues are known, are no secret to anyone. But I want to be scheduling, knowing that the economic difficulties exist for everyone, not just for the Government.
I want to take this opportunity to reiterate three concepts are very dear to me (valid irrespective of the government in power in Rome):
1) I, as Mayor, I feel part of the national leadership. And based on I claim this awareness by Parliament and the government firmly on the right to be certain (legislative, financial, operational) on things to do. I do not just say you will never "run", without my being aware of the choices (and who above all the shares), including possibly those painful for rehabilitation of the state budget. Those who govern must say to me, and to the mayors of the 8,000 Italian Municipalities, as we do to meet the needs and the needs of our citizens. When it is clear for everyone what we have to deal with and what resources are available to us, equip us to better address our task.
And at best, in the management of municipal budgets, but we are operating today, even given the many uncertainties in the legal or brutal cuts in our budgets. We worked and we prepare to go with some lines of work for us very clear and strongly desired: at the first location is in the maintenance and qualification of social services to the community, with particular regard to sections of our population most in need. I told people, which in Italian means everyone living in our territory, regardless of color, race, religion. The citizens of Italian origin are in our municipality more than 5% of population. They are not a burden as I have heard in the election campaign: they are a resource for our economy, they are part of our community. And the rules that apply to us apply to them, we welcome all those who are here to work and grow with us. Instead, we ask the iron fist with those who think they live in our area without a job placement, social, law-abiding Italian. Law and order in our town does not see the situations of particular concern, but together with the police constantly vigilant because, as they say, the situation remains under control.
2) another issue very dear to me is our full participation in the "system Rimini." In recent years we have worked hard to be on the tables provincial decision-making, and supra-regional companies. And we in this legislature we want to continue on this path: for some time many important decisions (from roads to the economy, culture, school, social services infrastructure) are taken up tables supra. This awareness has led us to want to play our part (of give and take) on these tables. Our City, in the "system Rimini" is important for many reasons well known to all and we want to have the ability to better defend our rights and wanting to take part in joint decisions. I greet this evening the President-elect of the Province Stefano Vitali, with whom we have discussed in recent weeks so much of our interest: the road to the new school campus, the manufacturing hub for the changes to the provincial plan Raibano waste from commercial licenses to environmental issues, primarily in the Parco del Marano. He soon continue with the talks started.
3) is increasingly important for our daily work involving professional associations, voluntary groups, churches, trade unions. In many sectors of our government's action must have as its first partners in the territory these realities. They are alive, able to grasp very quickly to new and emerging situations and to give concrete answers. The associations in a broad sense is a fundamental resource of our community. Dozens, hundreds of volunteers and members contribute to the creation of that network that is inclusive and engaging one of the most precious of our population. We, with all of them, we want to be an instrument of common life. Together they live and work for the growth of civil Coriano. Is considered essential, in this context, the presence of the Community of San Patrignano, with which we want to build more projects and workshops.
Finally, to return to the priorities that just mentioned, for me are: the start of the drafting of the new planning instrument (the Structure Plan and the POC - Municipal Operating Plan), the launch of the route for the realization of Scholastic Coriano new Polo, the establishment of the Foundation's public / private management of the Court - Coriano Theatre, the final decision on what to do on the old football field Coriano, the plan of public works for the coming years. Then I have a dream, but for which I will work with all our strength to give it concrete: to build many bike paths on our beautiful land. In defense of the environment and a way of life that can only constant and irrespective of any use of the machine. I hope to see my dream materialized there is the support of many.
To accomplish these aims we need an efficient city car, with the tasks that lie ahead. Employees public must be a key resource for the quality of life of our community. And we use them to better investing on their professionalism, competence and dedication. Qualifying and restructure our local machine will be one of the first commitments for the incoming City Council to have the "tool" at its best to build future projects of our area.
I could still continue with more emphasis, but I will not because it was what I wanted to give you a brief indication of a job I want, with all of you, play in the coming years. During the election campaign I have said many times that, beyond the petty polemics, is difficult to say that our City has been mismanaged in the past. The quality of life is high (and the bodies are prepared for them - the Observatories of the Chamber of Commerce, University studies, ISTAT - to say) and good infrastructure system. Our economy accuses some shots, but overall the companies are reacting positively to the challenges of the market: we ask the banking system is strong support in this difficult business contingency. The occupation is defended by strengthening businesses and supporting them in confrontation imposed by globalization. But this does not mean not working for workers to fully protect and defend their place work. Companies need to take account of their employees, knowing that they are a vital force for their activities. The investments made in recent years on quality products in our agriculture are now a major asset and we must insist on this. And enhancement products / territory is crucial for the qualitative and quantitative growth of tourism in the hinterland.
I said this is not to say that everything goes well, there's nothing to be done. Indeed. What I mean is that starting from a high point, there is still much to do and achieve. Our citizens expect a lot from us. And we will try, together with them to build positive feedback that they ahead. This is the commitment that is signed and the political forces that support the list of Centre-Left have taken corianesi with voters. And it is this commitment that we want to maintain and implement. finally a brief memory of someone dear to us recently and tragically disappeared prof. Lamberto Ciuffoli, our head teacher. Prof. Ciuffoli Coriano was for several years, and this City Council had worked hard over the years for the implementation of projects and the daily management of our schools. On behalf of the Community Corianese I want to remember his role as school administrator, teacher, educator. In the years to come, his experience and his calmness, will be missed. I would like to invite you to a minute's silence in his honor and memory.
